EABA Supports the European Commission’s ‘Have Your Say’ Consultation on Organic Farming Regulations

Brussels, Belgium – EABA is actively supporting the European Commission’s ‘Have Your Say’ initiative, a public consultation open until March 4, 2025, which invites institutions, companies, associations, and individuals to provide feedback on regulatory amendments. This particular consultation includes an important amendment concerning algae-related provisions in organic farming regulations.

Understanding the Amendment

The consultation focuses on Regulation 2021/1165, which is part of the broader Regulation 2018/848 governing organic farming in the European Union. Specifically, Annex 1 and Annex 2 of Regulation 1165 define:

✅ Annex 1 – The list of approved plant protection substances for organic farming.

✅ Annex 2 – The list of authorized inputs (nutrients) for organic production.

Before 2021, microalgae were not explicitly covered under these regulations, but thanks to ongoing amendments, they have been included since 2023. However, there is still significant work to be done to ensure the proper regulatory framework for algae in organic farming.

What This Amendment Proposes

This consultation seeks to amend Regulation 1165 by allowing CO₂ to be included in Annex 2, making it a permitted input in organic farming. This change would further support sustainable agricultural practices and the role of algae-based solutions in organic production.

EABA’s Position and Involvement

EABA has actively engaged in this regulatory process and submitted official feedback on February 27, 2025, strongly supporting the proposed amendment for CO₂ authorization in Annex 2. This follows our previous advocacy efforts, including a support letter for the Italian CO₂ initiative, which was approved and later discussed within the European Commission.
